John Locke was an English philosopher and physician, commonly known as the father of liberalism, and his best-known writing is the Two Treatises of Government, published anonymously in 1689 and 1690. In those treatises he argues that government should rest on the consent of the governed and that people may resist a ruler who has lost that consent. His other major works include A Letter Concerning Toleration and An Essay Concerning Human Understanding.
